Activate and Use the Parallel Dialer in Belgium
1. Comply with the Regulatory Framework of the Anti-Spoofing Royal Decree and the BIPT
The Royal Decree of May 12, 2024, establishes rules to combat the impersonation of Belgian caller IDs (CLI) during international calls. It entered into force on September 1, 2024, for geographic numbers and on December 1, 2024, for mobile numbers.
-
Place calls exclusively from and to Belgium: Any call displaying a Belgian number (CLI) must be placed and routed from Belgium. Incoming international calls displaying a Belgian number are automatically blocked by the switches (SIP/SBC servers) of receiving operators in Belgium.
-
Meet the exemption requirements for direct marketing and cloud support: To benefit from the exceptions provided for in Article 4 of the anti-spoofing Royal Decree (direct marketing and cloud-based customer service), geographic numbers must be fully controlled by and assigned to a company established in Belgium.
-
Ensure end-to-end technical control: Calls must be routed through a dedicated interface and remain fully under the operator's control up to the receiving operator in Belgium, preventing any alteration of the caller ID.
-
Comply with KYC traceability and identification requirements: Upon request from the BIPT, the operator must be able to provide the user's full identity within 24 hours, or all calls from that user may be blocked.
- Maintain an opted-in contact database and comply with calling hours: The recipients contacted must have given their prior consent (opt-in) to be contacted, and calls must comply with the legal hours for telemarketing.
